Mr. Carnegie to Sir Edward Grey.-(Received December 11.)

Paris, December 11, 1909. WITH reference to my telegram No. 160 of yesterday in regard to the Chinese Railway loan, I am informed by Mr. Addis that he saw the representatives of the French group yesterday, and that they have agreed to accept the Straight memorandum in conjunction with the British and German groups. The French representatives and Mr. Addis subsequently saw M. Berthelot at the Ministry for Foreign Affairs. After some discussion, M. Berthelot stated that he thought it most improbable that the French Government would modify the terms contained in M. Cambon's note. The French representatives will, however, see M. Pichon before a final decision is taken in the matter.

Mr. Addis, who proposes to return to London to-morrow, would be glad if the above information might be communicated to the Hong Kong and Shanghae Bank,
